Objectives of the Program

The Global Youth Exchange (GYE) Program was initiated in 1994 by the Ministry of Foreign Affairs in order to provide the young people around the globe with an opportunity to exchange their views on global issues from cross-cultural and cross-linguistic perspectives.

 

In an effort to promote international mutual understanding, the GYE program invites to Japan promising youths around the globe who will assume great responsibilities in the 21 st century, and organizes lectures and sessions for exchange of views on a global topic among the participants. The Program also intends to promote the participants' understanding of Japan by arranged visits to various cities in Japan as well as by exchanges with the Japanese people.

Youth Culture in the past, today and in the future

~Searching influences given by youth culture ~

Youth culture has always been attracting attention as a trendsetter in the society. It could have an influence on a society as a whole. Japan 's youth culture is no exception. Furthermore, Japan 's pop culture such as comics, designs, and fashions, etc. has recently been getting popularity even outside Japan.

This year GYE Program will provide a place for youths from all over the world to search possible influences given by youth culture under the theme of “Youth Culture in the past, today and in the future”.
Self-assessment Medical Report

Sub-theme 1: Youth Visual Culture (from Hitchcock to Hayao Miyazaki )

  Visual cultures from films to installation art, TV drama, animated cartoon (from Hitchcock to Hayao Miyazaki) are various and bear the important part of youth culture. Japan 's comics and animated cartoon are now popular around the world. How does/can youth visual culture have an influence to the world?

 Sub-theme 2: Youth Music (from Beatles to J-POP)


  The youth have been setting trend in music, such as Rock, Pop, Bossa Nova, Reggae, Salsa, etc. Japan 's pop music (J-POP) is also popular especially in Asia . How does/can the youth music have an influence to the world?

Sub-theme 3: Youth Lifestyle (from Coco Chanel to MUJI)

  How does/can youth lifestyle culture, such as food culture including fast-food lead by worldwide restaurant or café chains, youth fashion with originality, and industrial design, have an influence to the world?

Invited Youth

(1) Professions and expertise of the participants (27 youths including 3 participants from Japan )

 

Researchers, activists (event promoters, cultural institution managers, journalists, students in cultural history, art history, contemporary culture etc. (officials of governmental organizations are not eligible)

 

(2) Invited countries/areas (25 countries/areas including Japan )

 

In order for the participants to develop an active and balanced discussion based upon concrete experiences or illustrations from each country/area, the GYE 2007 invites youths from the following countries/areas:

Australia, Brazil, China, Cuba, France, Hong Kong, Indonesia, Japan, Korea, Malaysia, Mexico, Philippines, Qatar, Russia, Senegal, Singapore, Spain, Sweden, Tunisia, Turkey, Ukraine, United Kingdom, United States, Uzbekistan, Vietnam


*Only one person from each country/area is invited, except for Japan .

9. NOTIFICATION OF SELECTION AND DISQUALIFICATION

A. Notification of Selection
 

Those candidates, who successfully pass both the first and second stages of the application process, will become participants only after their respective embassy or consulate has endorsed them, consulted with related agencies, and for whom a Contracting Organization is decided. Notification of acceptance as a participant along with the name of the designated Contracting Organization will be sent from the Ministry of Foreign Affairs, via the embassy or consulate to the candidate from May 2007 onwards. A Notice of Appointment, the Terms and Conditions of employment, and other materials such as pamphlets about the local area will be sent directly from the Contracting Organization to the participant.

All the short-list candidates must obtain and submit their criminal record to the Japanese Embassy or Consulate General where they were interviewed.

Certain types of crimes on the criminal record may disqualify the candidates as indicated in B below.

If it becomes clear that there is some factor restricting a short-list candidate's ability to fulfill the duties of the job, and if a Contracting Organization cannot be found for said applicant, placement will not be possible. If it is determined that the factors which hindered the candidate's ability to perform the duties of the job no longer exist, the candidate will not be required to complete an application form for the following year even if he or she wishes to reapply.

 

B. Disqualification from the Programme
 

A short-list candidate or a participant may be disqualified from the Programme without warning in the following circumstances:

a)         The candidate or participant engages in conduct which is considered to be unsuitable for a JET participant, or there are reasonable grounds to believe that the participant has engaged in such behavior.

b)        The candidate's or participant's application documents are found to contain any false statements.

c)         The type(s) of crime(s) on the criminal record is not suitable for participation in the JET Programme.

d)        The Reply Form is and the certificate of health signed by examining physician are not submitted by the deadline.

e)         Those with dual nationality with Japan do not renounce their Japanese nationality before the submission of their reply form.

f)          It becomes clear at a later date that the candidate or participant does not meet the eligibility criteria due to some reason attributable to the candidate him or herself.

11. COURT JURISDICTION AND GOVERNING LAW
 

With regards to the recruitment and application procedure, the Tokyo District Court will be used exclusively for all legal matters. The governing law will be Japanese law.

Ministry of Internal Affairs and Communications: Receives placement requests from the local authorities; determines participant numbers per country; provides main revenue for the Programme to the local authorities.

 

Ministry of Foreign Affairs: Involved in the application and selection processes and pre-departure orientations via the embassies and consulates of Japan.

Ministry of Education, Culture, Sports, Science and Technology: Involved in the Assistant Language Teacher (ALT) aspects of post-arrival orientations and mid-year training seminars, as well as counseling, and giving advice concerning participants' duties as ALTs.

 

CLAIR: Involved in participant placement, post-arrival orientations, training, counseling, JET publications and other related matters.

Contracting Organizations: Contracting Organizations, administered by various organizational bodies, receive the participants assigned to them, and carry out international activities and language instruction. In 2006, nearly 1,200 Contracting Organizations hosted participants in the Programme.

 

2. Designated Cities
 

These are cities with populations of 500,000 or more which are designated by a government ordinance. At present, there are fifteen designated cities which consist of: Sapporo, Sendai, Saitama, Chiba, Yokohama, Kawasaki, Shizuoka, Nagoya, Kyoto, Osaka, Sakai, Kobe, Hiroshima, Kita-Kyushu, and Fukuoka.

 

3. Language instruction of local residents refers to foreign language lessons and foreign culture classes for local resident children and/or adults.

 

4. Students with common interests and motivations form a club at school, whose activity is centered on conversation in a foreign language.

 

5. In the case of English-speaking countries this is English, for France it is French, for Germany and Austria it is German, for China it is Chinese, for Korea it is Korean, and for other non-English speaking countries it is English and the principal language spoken in that country.

 

6. JET participants are not necessarily exempt from tax obligations in their home countries. It is the responsibility of individual JET participants to clarify such obligations prior to their departure for Japan. Each participant is responsible for the payment of any obligatory home country taxes.
 


Qualifications:

  • Interested applicant must be
    • Filipino citizen,
    • under 35 years old,
    • currently enrolled or a university or college graduate, who have completed the fundamental education of their country
    • good proficiency in English
    • willing to participate in all the programs stated above.


    Ministry of Foreign Affairs of Japan will examine your application documents and select the participants for the GYE 2007. You will be informed of the results of the selection by the Japanese diplomatic missions in due time.
