On December 18, 2009, “The Project for Construction of Potable Water Supply System in Barangay Mercedes, Municipality of Caraga , Davao Oriental” was inaugurated at Mercedes, Caraga, Davao Oriental. Mr. Masashi Nishikawa, GGP's Program Officer of the Embassy of Japan, attended the ceremony and delivered the messages from Japanese Ambassador Makoto Katsura to the residents of Barangay Mercedes. This project was funded through the Japanese Government's Grant Assistance for Grassroots Human Security Projects (GGP) amounting to US $ 25,746 (approximately 1.14 million pesos).

Among the 17 barangays of the Municipality of Caraga , only Barangay Mercedes did not have a suitable water supply system. With the grant, the Municipal Government of Caraga constructed a Level II water supply system. The project has improved the lives of 227 households who used to fetch water from remote water sources. It is also expected that the construction of the water supply system will lessen the incidences of waterborne diseases such as diarrhea and skin diseases in the community.

The GGP was launched in the Philippines in 1989 for the purpose of reducing poverty and helping various communities engaged in grassroots activities. Since then, more than 400 small-scale grassroots projects amounting to a total of 238 Million Yen (approximately 2.1 Million USD) have been implemented by NGOs, Local Government Units (LGU), and other non-profit organizations in the Philippines.
