The Government of Japan has decided to earmark approximately PHP 8.6 million (CHF 200,000) for the operation of the ICRC (International Committee of the Red Cross) in the Philippines for FY (Fiscal Year) 2010. It is a part of Japan's contribution to the ICRC for FY 2010 amounting to PHP 141.5 million (approximately CHF 3.3 million) in total. The specific ways of utilization of the Japanese fund will be determined by the ICRC.
According to the ICRC in the Philippines, its activities in FY2010 focus on providing protection and assistance to vulnerable populations adversely affected by internal armed conflicts and other situations of violence in the Philippines. This includes direct assistance to the most vulnerable IDPs (Internally Displaced Persons) and residents in Central Mindanao with food and non-food items, as well as improving access to healthcare, water and sanitation in Mindanao and parts of the Visayas. The ICRC also supports the national authorities in solving humanitarian problems in detention and maintains long-term programmes aiming at promoting international humanitarian law among the authorities, the arms carriers and civil society.
The Government of Japan supports the above-mentioned policy of the ICRC in the Philippines through the earmarked contribution, especially in the field of assistance for Mindanao, which is one of the three main pillars of Japan's ODA for the Philippines.
Japan has been providing humanitarian relief to victims of conflicts around the world in active cooperation with the ICRC. It is expected that the earmark for the ICRC in the Philippines will benefit the Filipino people and will further enhance the cooperative relationship between Japan and the ICRC.
