The Ministry of Foreign Affairs (MOFA) of Japan, together with the National Economic and Development Authority (NEDA) of the Republic of the Philippines as a co-host, will organize the 11th ODA Evaluation Workshop in Manila, the Republic of the Philippines on November 26-27, 2012, inviting government officials involved in development evaluation from 20 countries in the Asia Pacific region and 4 international organizations as well as evaluation experts from the newly established regional evaluation network, the Asia Pacific Evaluation Association (APEA).
Background
Since 2001, the Government of Japan has been organizing ODA Evaluation Workshops to promote the understanding of concepts, approaches, and critical issues in development evaluation in Asian and Pacific countries. The Government of the Philippines has been one of the most substantial contributors to the past workshops since its inauguration. This year, MOFA will co-host the 11th Workshop with NEDA in Manila for the first time.
The main focus of this workshop is the enhancement of human and institutional capacity for the development evaluation in each country and the enforcement of mutual cooperation among countries, international organizations, and evaluation associations. P articipants are expected to exchange their knowledge and experiences, and to discuss measures for cooperation in these aspects.
Discussions at the Workshop
As evaluation is gaining in importance in the international development communities, further enforcement of evaluation capacity is necessary especially in developing countries, where understanding of development evaluation and accumulation of evaluation knowledge and experience are often insufficient. Evaluation capacity development encompasses both individual capacity and institutional capacity involved in evaluation. Enforced capacity of individuals leads to capacity development of evaluation teams and organizations. Establishment of systems, laws, rules that address evaluation and the promotion of an evaluation culture are useful instruments in implementing accurate evaluation.
During this workshop, (1) development of human resources for enhancing evaluation capacities and (2) development of institutions for enhancing evaluation capacities will be discussed based on the experiences of the participating countries. These discussions are expected to find new directions that can be adopted in respective countries. Then, (3) possible cooperation with APEA will be focused on. APEA is expected to play a significant role for evaluation capacity development in this region, as a network of evaluation associations in each country in the region, and through activities in associations by individual evaluation experts. Lastly, (4) the emerging agenda and challenges for evaluation will also be discussed.
