The Fourth Meeting of the Joint Committee of the Agreement

between the Republic of the Philippines and Japan for an Economic Partnership

 

 

 

 

  1. The Fourth Meeting of the Joint Committee established under the Agreement between the Republic of the Philippines and Japan for an Economic Partnership (hereinafter referred to as “the PJEPA”) was held in Manila today, the 21st of March 2013.

  2. The meeting was co-chaired by Honorable Laura Quiambao-Del Rosario, Undersecretary for International Economic Relations in the Department of Foreign Affairs from the Philippine side and H.E. Toshinao Urabe, Ambassador of Japan to the Republic of Philippines from the Japanese side. Officials from the relevant ministries and agencies of both Governments also participated in the meeting.

  3. In the meeting, both sides exchanged views on the implementation and operation of the PJEPA and reaffirmed that efforts should be exerted to further improve the same. They also took note of the progress in each sub-committee after the Third Meeting of the Joint Committee held in February 2011. Progress reports were made by the Co-Chairpersons of six (6) PJEPA sub-committees: namely, the Sub-Committee on Trade in Goods, the Sub-Committee on Rules of Origin, the Sub-Committee on Trade in Services, the Sub-Committee on Investment, the Sub-Committee on Movement of Natural Persons and the Sub-Committee on Improvement of the Business Environment.

  4. Both sides also exchanged views on a general review of the Agreement under Article 161 of the PJEPA based on the reports from each sub-committee while taking note of certain improvements in issues of business environment, nurses and certified careworkers candidates acceptance scheme, among others. Further review will be pursued in order to realize effective implementation of the PJEPA through relevant sub-committees and special sub-committees.

  5. Both sides reaffirmed their commitment to cooperate in ensuring the achievement of the full potential of the PJEPA.

  6. The next meeting of the Joint Committee will be hosted by Japan. The date and agenda will be coordinated through diplomatic channels.
