The Government of Japan turned over two reconstructed Regional Health Units (RHU) and one submersible fish cage to the Government of the Philippines in ceremonies held on April 25 and 26, 2016 in the Municipality of Abuyog and Dulag, Leyte and the Municipality of Guiuan, Eastern Samar for the Japan-funded Quick Impact Projects under the Urgent Development Study on the Project on Rehabilitation and Recovery from Typhoon Yolanda. Mr. Koji Otani, First Secretary of the Embassy of Japan, attended the ceremonies. The Abuyog RHU turnover ceremony was also attended by Municipal Mayor of Abuyog, Mr. Octavio J. Traya, Jr. The Dulag RHU turnover ceremony was also attended by the Regional Director of Department of Health Region8, Dr. Minerva P. Molon. Lastly, the turnover ceremony of solar powered cold storage equipment to Guiuan was also attended by Chairman of Victory Island, Guiuan, Mr. Lorenzo A. Echavez. In each ceremony, the representatives of the recipients expressed their deepest appreciation.
The RHUs have been reconstructed as buildings with disaster resilience. Through the reconstruction, local government officials obtained disaster resilient construction technologies. The newly installed solar powered cold storage equipment is expected to enable fishermen to utilize natural resources in more sustainable way.
Japan, as the top ODA donor to the Philippines as well as a disaster-prone country itself, has supported the Philippines’ disaster mitigation efforts by sharing its experiences and lessons learned from past natural disasters. This project, with its policy of “Build Back Better”, is expected to further foster the strategic partnership between the two countries and serve as a model for other disaster-prone areas of the Philippines.
