DISTINGUISHED GUESTS,

LADIES AND GENTLEMEN . . .

Good morning to you all.

It is an honor and pleasure for me to join you all today for the Groundbreaking Ceremony of the Project for Flood Disaster Mitigation in Camiguin Island . On behalf of the Government of Japan, I would like to congratulate you all on the start of this project which was signed during the visit of Her Excellency President Arroyo to Tokyo last June.

Japan is also prone to natural disasters. Therefore, the Japanese people have a good understanding of and sympathy for the suffering of the people affected by natural disasters.

I sincerely hope that by constructing two Sabo dams and rebuilding the old Hubangon Bridge, the flood control system and road network of Camiguin Island will be substantially improved. Ultimately, this project aims to boost economic activities in this region and contribute to the improvement of the quality of life of the people here in Camiguin.

Disaster mitigation is one of the priority areas of Japanese Official Development Assistance to the Philippines. As we face the start of a challenging New Year, I am confident that this project will help strengthen the strategic partnership for the future between our two countries.

Thank you very much.
