First of all, I would like to extend my heartfelt gratitude for the warm welcome you have extended to me and to my colleagues. Thank you very much for your hospitality.

 

It is a great pleasure for me to join you today in this turn-over ceremony. The improvement of basic health services is among the top priorities of Japan's official development assistance to the Philippines.

 

I am therefore glad that the Government and people of Japan had an opportunity to support your efforts through Japan's Grant Assistance for Grassroots Human Security Projects (GGP).

 

This health facility is quite special because this is actually the first health facility project to be funded by the GGP under the Japan-Bangsamoro Initiatives for Reconstruction and Development or J-BIRD. J-BIRD represents Japan's commitment in the peace and development efforts in Mindanao.

 

Through the improvement and expansion of the municipal rural health unit, this project aims to enhance the quality of health services by constructing a spacious and comfortable health facility and providing medical equipment. I strongly hope this project will benefit all the people who use this health unit and realize the target of quality health services to all.

 

Let me mention Japan's contribution to the International Monitoring Team or IMT. Japan has contributed to the peace process through the dispatch of social development experts to the IMT.

 

Finally, let me commend the local government officials of Libungan who take their responsibility seriously in providing basic health services for its people. Let me also congratulate the members of the Municipal Health Services Office who have contributed to the successful completion of this project. I count on your harmonized and steadfast support to maximize the delivery of health services in your municipality.
