Project for Human Resources Development

Scholarship (JDS)

Distinguished Guests,

 

Ladies and Gentlemen:

 

It is a great honor for me to sign and exchange, together with His Excellency Secretary Albert F. del Rosario, Notes on the Japanese Grant Aid for the Human Resource Development Scholarship Project.

 

As part of Japan's Official Development Assistance to the Philippines, this project is expected to make long term contribution to the development and progress of the Filipino people.

 

The Government of Japan recognizes the importance of human resource development as a “social infrastructure”. The cornerstone of any nation building. The Human Resource Development Scholarship or JDS, since its inception in 2002, has constantly supported Filipino professionals in their pursuit for graduate studies. With a decade gone by, Japan still continues to support the human resource development policies of the Philippines. Consistency gives you power.

 

I sincerely hope that the JDS fellows who will be studying in Japan will further enhance their understanding of their respective expertise, and will contribute to the Philippines upon their return. For the Philippines, the people themselves are her primary resources. In fact, many JDS fellows have shown excellence not just in their studies in Japan but also in their respective offices after they have returned.

 

In closing, I would like to express my pleasure in signing the first official document in my mission to further strengthen the cooperative ties and friendship that Japan and the Philippines have been fostering for so many years.
