SPEECH OF AMBASSADOR TOSHINAO URABE

ON THE OCCASION OF THE

Opening Ceremony of the Preparatory Japanese Language Training

For the 5th Batch of Candidate Nurses and Caregivers

TESDA Women Center

December 6, 2012

Magandang umaga sa inyong lahat. Ikina gagalak kong maka sa makayong lahat sa mahalagang okasyon na ito.

This is the third time I come to this course. First time was last year at the graduation ceremony of the 3rd batch. Second time this January at the opening ceremony of the 4 th batch. Third time today. Furthermore, this July I organized a reception for the returnees of the 1 st batch.

This simple fact shows the commitment of Japan to make this program a success. In order to increase your chance of success, various measures are introduced such as the three months extension of this course, mock examinations offered in Japan, extension of testing time and so on.

However, we need two to tango. Your effort in language is important. Just imagine yourself as a patient in Manila with a Japanese speaking only nurse. How would the nurse communicate with you? How would the nurse inform your condition to colleagues after a night shift?

The importance of this course cannot be emphasized enough. When you build a good, solid foundation in the beginning, the rest will fall into place.

Japanese language looks difficult. But many Filipinos have actually mastered the language. My experience in learning foreign language tells me you can do it. But you have to practice every day. Starting now. If you remember one word today, you can use it tomorrow and learn more words. But if you defer it you will not use it tomorrow. So please start your study today and keep on going. What you do during the holiday seasons is crucial. If you don't practice the language you will lose it. Continuation is power.

According to Frank Smith, “Language is not a genetic gift, it is a social gift.” To learn a new language is to become a member of that community of speakers. The more you know the language you have a better chance to enjoy life in Japan.

Conrad Hilton said, “Success seems to be connected with action. Successful people keep moving. They make mistakes but they don't quit.”

“Ang umaayaw ay hindi nagwawagi. Ang nagwawagi ay hindi umaayaw.”

Rest assured that the Japanese Government will continue to work and cooperate with the Philippine Government to improve this program. We will do our part. But at the end of the day it is all up to you. You have committed several years to this adventure. It is my sincere wish that you get a good return from your investment.

So good luck and Mabuhay.
