Distinguished Guests from the Philippine Government,
It is a great honor for me to sign these Notes with Your Excellency, Secretary Albert F. Del Rosario. Six Yen Loans and two Grant Aid projects.
The “Central Luzon Expressway Project” and the “Arterial Road Bypass Project” will improve the efficiency of transportation networks in the Greater Metro Manila area. Investment in infrastructure creates new business opportunities. Investment will create jobs making economic growth sustainable.
The “Pasig-Marikina River Channel Improvement Project,” “Flood Risk Management Project for Cagayan River, Tagoloan River and Imus River,” and the “Project for the Improvement of Equipment for Disaster Risk Management” target disaster prevention and mitigation. We can’t stop disasters. It happens. But we can reduce human and property costs by preparing ourselves. Moreover like our project in Pasig, Japanese technology enables construction works in limited spaces with minimum disruption to daily life.
The “National Irrigation Sector Rehabilitation and Improvement Project” and “Construction of Umiray Bridge for Expanded Agrarian Reform Communities Development” will enhance the production base in rural areas. Creating cash flows in the rural areas is a priority of the Aquino Administration.
We are very happy in cooperating with the Philippine government with these projects. With this signing the total amount of ODA projects to the Philippines in JFY 2011 will reach 61.7 Billion Ye n. The amount exceeds the figure of 57.3 Billion Yen in JFY201 0 . Given the huge disaster we had last year, the facts itself is witness to our commitment to the “Strategic Partnership” between our two countries.
