On the Occasion of the

Turnover Ceremony of Sericulture Tools & Equipment to the Farmers of

Negros Occidental through OISCA Philippines

OISCA Bago Training Center

Feburary 26, 2014  11:00 a.m.

Honorable Governor Alfredo Marañon

Province of Negros Occidental

Distinguished Guests,

Ladies and Gentlemen,

Good morning.

On behalf of the Government of Japan, I am pleased to join you all today in this turnover ceremony.

As partners and neighbors, Japan has consistently supported the social and economic development of the Philippines for many decades. From the Bago River Irrigation System to the Bacolod – Silay Development Airport Project in Negros, you see footmarks of our cooperation projects everywhere in the Philippines.

I believe the more than two and a half decades of Japan's constant support to the OISCA sericulture project ranging from mulberry plantation, a silk reeling center building, reeling machines, a silkworm breeding station and cocoon drying machines is a good demonstration of our commitment. I am particularly happy to note that your project has empowered the farmers in Negros province to diversify. A flourishing silk production industry will alleviate the risks of depending solely on the sugar industry.

I believe that this additional provision of 1500 sericulture tools and three weaving machines will further assist the farmers' and women's capabilities in producing silk and silk products. I would like to convey our gratitude to the Japanese farmers and a Japanese weaving company for giving these tools and equipment through OISCA. The continuing success of this industry lies in your hands and it is our firm belief that your consistent efforts in the pursuit of your dreams and goals will help you make that future brighter and sustainable for yourself, for your families, for your province and for your country.

I hope you will continue to pursue significant impacts to many communities as we keep on forging strong partnership ties between Japan and the Philippines.

We remain committed in our policy to support the social and economic development of the Philippines. Japan is pleased to assist as much as possible to various aspects of cooperation with the Philippines while we share the fundamental values of freedom, democracy and respect for human security in strengthening our good relationship.

Thank you and "mabuhay".
