Japanese Ambassador Makoto Katsura and Biliran Provincial Governor Rogelio Jimenez Espina signed the grant contract for “The Project for the Construction of River Flood Control in the Municipality of Caibiran, Biliran” on January 19, 2010 at the Embassy of Japan. The project, amounting to US$57,930 (approximately 2.7 million pesos) is funded through the Grant Assistance for Grassroots Human Security Projects (GGP).
In the Municipality of Caibiran, coastal barangays, more specifically Barangay Victory, have always experienced flooding during rainy season. The existing flood control wall which was constructed more than 20 years ago is no longer adequate to contain the swelling of the river. Therefore, during the typhoon season, the whole barangay is submerged in flood water that makes roads impassable and disrupts income-generating activities of residents. It is also during this time that water-borne diseases proliferate in the community because of the stagnant floodwater.
Under these circumstances, the Provincial Government of Biliran requested assistance from the Embassy. The Embassy has decided to support the construction of a 150-meter river flood control bank . With the grant from GGP, flooding will be prevented and the safety of some 3,700 residents during typhoons will be ensured. It is also expected that cases of water-borne diseases in the barangay will be reduced.
GGP was launched in the Philippines in 1989 to reduce poverty and help various communities engage in grassroots level activities. As of December 2009, more than 400 grassroots projects funded by GGP – ranging from roughly 1 to 4 million pesos – have been implemented by NGOs, local government units and other non-profit organizations. The total grant for these projects so far amounts to US$17,418,724.
