On November 19, 2013, Japanese Ambassador Toshinao Urabe attended the Opening Ceremony of the Preparatory Japanese Language Training for Candidate Nurses and Caregivers bound for Japan at the TESDA Head Office in Taguig City. Other attendees included DOLE Secretary Rosalinda D. Baldoz and TESDA Director General Emmanuel Joel J. Villanueva.
This training is made possible through the collaborative efforts of the governments of Japan and the Philippines that have provided Japanese language instructors and training venues respectively. This endeavor goes beyond their standing commitments in the Japan-Philippines Economic Partnership Agreement (JPEPA) and aims to further assist Filipino candidate nurses and caregivers in passing the Japanese Licensure Examinations after they enter and work in Japan.
Ambassador Urabe said in his address to trainees, "I have no doubt about your capabilities as nurses and careworkers. The issue is the language. That is why the Government of Japan is helping you. My message is simple, please make the best use of our help." He also stressed, "Surely, you can do it", pointing out the evaluation of the Japan Foundation that 83.8% of last year's batch have reached the equivalent of N4 Level proficiency by JLPT standards after six months training.
A total of 187 Filipino candidates from the 6th Batch of Candidate Nurses and Caregivers to Japan will undergo six months of preparatory training from November 19, 2013 to May 27, 2014 here in the Philippines. They will then depart for Japan in June 2014 and undergo another six months of Japanese language training there.
