Japan funds for Water Supply System
in Del Carmen, Surigao del Norte

Japanese Ambassador Toshinao Urabe and Mr. Alfredo M. CORO II , Mayor of Municipality of Del Carmen, Surigao del Norte, signed the grant contract for “The Project for Installation of a Level II Water System for Del Carmen” on 20 February 2013 at the Embassy of Japan. The p roject, amounting to US$ 115,495 (approximately 4.7 million pesos) , is funded through the Grant Assistance for Grassroots Human Security Projects (GGP).
Barangay Caub is the only barangay in Kangbongyo Island in Municipality of Del Carmen, Surigao del Norte Province. People in the area has been facing lack of access to safe and potable water because of decrease and salination of well water. It is beyond the Municipality's financial capacity to improve the quality of the underground water or establish a new water supply system. Purchasing bottled water regularly from the main land is not an affordable option for the residents. Lack of safe water has resulted in pervasive infectious diseases in the area.
In order to tackle the problem, the Japanese government funds the Municipality to a) purchase a vessel to transport water from the main land to Caub, b) install a tank to store the transported water in Caub, and c) install four water stations in the barangay as well as water pipes to connect the tank and the stations. Through the project, approximately 2,000 residents in the barangay will be benefited from access to safe and affordable water.
The Government of Japan, as the top ODA donor for the Philippines, launched the GGP in the Philippines in 1989 for the purpose of reducing poverty and helping various communities engaged in grassroots activities. As of February 201 3 , 469 grassroots projects funded by GGP – ranging from roughly 1 to 4 million pesos – have been implemented by NGOs, local government units and other non-profit organizations. The total grant for these projects so far amounts to US$ 22.6 million . Japan believes that this project will not only strengthen friendship between the peoples of Japan and the Philippines but also contribute to further fostering a strategic partnership between Japan and the Philippines toward the future.
