Japanese Ambassador Toshinao Urabe and Mayor Wilter Yap Palma of the Municipal Government of Diplahan, signed the grant contract for “ The Project for Construction of Shelter Home for Women and Children ” on 19 March 2013 . The p roject, amounting to US$ 101,536 (approximately 3.9 million pesos) , is funded through the scheme of the Grant Assistance for Grassroots Human Security Projects (GGP).
Since its establishment in 2002, the Center of Concern for Women and Children in the Municipality of Diplahan has been helping women and children coming from the whole Province of Zamboanga Sibugay who are victims of violence. The increase in the number of victims through the years has resulted to overcrowding in the Center.
Through the GGP, the Municipality of Diplahan will be provided funding for the a) construction of a new Shelter Home and the b) procurement of training equipment that will provide secure and holistic accommodation for sixty (60) their clients yearly. Relevant trainings such as dressmaking and food processing will be provided to the women in preparation to their reintegration to society.
The project is part of the Japan-Bangsamoro Initiatives for Reconstruction and Development (J-BIRD), the Japanese government's package of assistance in support of peace and development in conflict-affected areas in Mindanao.
