
Japanese Ambassador Toshinao Urabe and UNDP Resident Representative and UN Resident and Humanitarian Coordinator for the Philippines Luiza Carvalho signed a memorandum of cooperation upon Japan’s declaration for additional USD 3.5 million for UNDP’s Yolanda recovery activities. The signing ceremony was held at 9 a.m. on March 27, 2014, at Peninsula Hotel, Makati, witnessed by UNDP Administrator Helen Clark.
Japan committed USD 3.5 million for UNDP on November 19, 2013, 11 days after Typhoon Yolanda landed the Philippines, and 7 days after “Typhoon Haiyan Action Plan” was announced by UN and other international agencies. Japan considered that debris clearing had to be quickly conducted in the very first stage of the response because no humanitarian response would be reached to the affected people if the road to them were not cleared. Based on Japan’s commitment, UNDP was able to purchase equipment needed for the initial response, especially debris clearing. Japan’s speedy commitment expedited UNDP‘s response efforts.
With the additional USD 3.5 million, Japan’s assistance on UNDP’s Yolanda response has amounted to USD 7 million. As of March 24, 2014, the total amount funded by various donors for UNDP’s Yolanda response is approximately USD 11.5 million.
Earlier this month, the Japanese government disbursed another batch of assistance for Yolanda rehabilitation efforts of international organizations, which amounts to USD 24.39 million. This came as an addition to the USD 30 million announced in November, 2013. The total amount of Japan’s assistance through international organizations as Yolanda response has amounted to USD 54.39 million, which covers the fields of food, shelter, early recovery, livelihood, water and sanitation, nutrition, health, education and coordination.
