Japanese Ambassador to the Philippines Kazuhide Ishikawa and the Country Director of IsraAid, Philippines Global Humanitarian Assistance Inc. Ms. Adva Vilchinski signed the grant contract for "The Project for the Construction of Classrooms for Ipil National High School in Ormoc City" on March 17, 2015 at the Embassy of Japan. The total amount is US$ 90,753 (approximately 4.05 million pesos) and is funded through the Grant Assistance for Grassroots Human Security Projects (GGP).
On November 8, 2013, the City of Ormoc was largely destroyed by Super Typhoon Yolanda (Haiyan). Ipil National High School is one of those government’s educational facilities that was greatly affected by the typhoon.
To address this and to contribute to the rehabilitation of Ipil National High School, the Embassy of Japan provide funding through GGP for the construction of two (2) story and four (4) classroom buildings with provision for furniture and fixtures. This project aims to provide a conducive learning environment for 1,971 students and teachers who are currently using makeshift and overcrowded classrooms.
The proponent of this Project is IsraAid Philippines Global Humanitarian Assistance Inc., the recognized country office of the IsraAid Development Agency in the Philippines. IsraAid is an international Non-Governmental Organization (NGO) providing humanitarian assistance to disaster and conflict affected communities. In the Philippines, they provided psycho-social support, renovation and livelihood programs in the affected communities of Typhoon Haiyan.
The Government of Japan, as the top ODA donor for the Philippines, launched the Grant Assistance for Grassroots Human Security Projects in the Philippines in 1989 for the purpose of reducing poverty and helping various communities engaged in grassroots activities. As of present, 501 grassroots projects have been funded by GGP. Japan believes that this project will not only strengthen the friendship between the peoples of Japan and the Philippines but also contribute to further fostering a strategic partnership between Japan and the Philippines toward the future.
