Japan Exchange and Teaching (JET) Programme

Applications are now OPEN for three (3) Coordinator for International Relations (CIR) positions in
(1) Shizuoka Prefecture, (2) Tokushima Prefecture,

and (3) Sennan City, Osaka Prefecture, under the 2020 JET Programme.

DEADLINE FOR APPLICATION IS March 31, 2020. ⇒ May 15, 2020.

  NOTE: The screening committee takes into consideration the applicants’ ability to follow the guidelines and instructions. Please follow the instructions carefully.


Revised JET-CIR guidelines (Important) (Updated on April 27, 2020)

 1. Application deadline
  Application deadline is on May 15 (Fri), 2020.
 2. Due to the enhanced community quarantine (ECQ) in Metro Manila, the Embassy of Japan is providng an alternative application process for the Coordinator for International Relations (CIR) position under the 2020 Japan Exchange and Teaching (JET) Programme.
 2-1. Online Application
  ・Applicants shall submit their documents through this email address jetprogram@ma.mofa.go.jp.
  ・The word “JET-CIR application” shall be included in the subject of email.
  ・List of documents to submit:
   A. Application Form
   B. Self-Report of Medical Condition(s)
   C. Essay (Statement of Purpose)
   D. 2 (TWO) Letters of Reference
    These four documents are not required to be signed when you submit through online
   E. Japanese Language Proficiency Test (JLPT) result/ certificate (Strictly for N1 or N2 passers only)
 NOTE: You may also submit a soft copy of your grades or transcript of record and Graduation certificate/diploma, if available.
 2-2. Online interview
  ・Only short-listed applicants will be contacted for the second screening process (interview).
  ・The interview will be in the form of a video-call. We will announce which application to use to short-listed applicants later.
  ・Web interview will be held either on May 20, 21 or 22, 2020.
 2-3. After the Second Screenig
  ・Once again, only shorty-listed applicants or those who pass in the second screening will be contacted by the Embassy of Japan.
  ・Successful applicants must submit to the Embassy of Japan the original, hard copy of the documents they submitted online on or before May 29 (Fri), 2020.

 NOTE: An applicant will be disqualified in case there is any false declaration or a difference in the information provided between the soft and hard copies of the documents.
 3. Other information

  ・Above revised JET-CIR guidelines are subject to change due to unforeseen circumstances.

CIR duties are carried out as specified by the supervisor at individual Contracting Organisations. The following is a general outline of duties, though they may vary from one Contracting Organisation to another.
  • Assistance in international exchange affairs at the Contracting Organisation
  • Assistance in international economic exchange affairs at the Contracting Organisation
  • Cooperation in language instruction of employees of the Contracting Organisation and local residents
  • Advising and collaborating on activities of local private groups or organisations engaging in international exchange
  • Cooperation in cultural exchange activities (including school visits) for local residents' cross-cultural awareness and understanding and in activities to support foreign residents in Japan  

Applicants must:
  • be a Filipino citizen.
  • be interested in Japan and be willing to deepen their knowledge and appreciation of Japan after their arrival; be motivated to participate in and initiate international exchange activities in the local community; make effort to study or continue studying the Japanese language prior to and after arriving in Japan.
  • be both mentally and physically healthy.
  • be willing and able to adapt to living and working in Japan, and be determined to responsibly complete their period of participation.
  • hold a Bachelor's degree or higher, or obtain such qualifications by the designated arrival date.
  • be adept in contemporary standard pronunciation, rhythm and intonation in Filipino and possess excellent language ability that can be applied accurately and appropriately; have the ability to form sentences in a comprehensive and logical manner.
  • not have lived in Japan for 6 or more years in total since 2010.
  • not have participated on the Programme since the 2017 JET Programme year (inclusive of April 2017 arrivals) or have participated on the Programme for more than 5 years in total.
  • have a desire to proactively maintain relations with Japan, even after completion of the Programme.
  • have a functional command of the English language.
  • have a functional command of the Japanese language (Japanese Language Proficiency Test N1 or N2 is desirable).

(Only for applicants for Sennan City) Those who have a strong relationship with Davao City are preferred (for example, a native or inhabitant of Davao City).

The Embassy of Japan in the Philippines will conduct the first screening and selection of applicants based on written applications. The second stage of screening will be conducted in the form of interviews in order to determine candidates. The second stage of screening will be held at the Embassy of Japan in the Philippines and the Consulate-General of Japan in Davao. Therefore, applicants may choose either of Manila or Davao as the interview location.
About the JET Programme
The Japan Exchange and Teaching (JET) Programme was launched in 1987 to boost the internationalization of Japanese communities and to strengthen mutual understanding between Japan and other nations by giving professionals from various countries employment opportunities in local Japanese municipalities. Over the years, the number of programme participants has steadily increased.
The JET Programme is conducted by local authorities and other organizations (Contracting Organizations) of Japan with the help of the Ministry of Internal Affairs and Communications (MIC), the Ministry of Foreign Affairs (MOFA), the Ministry of Education, Culture, Sports, Science and Technology (MEXT), and the Council of Local Authorities for International Relations (CLAIR). 
All interested individuals are welcome to join the JET Programme. Successful JET Programme applicants are invited to Japan as representatives of their countries and will be assigned in local authorities including public and private primary, junior high, and senior high schools. The JET Programme demands at least a year-long commitment from its participants. As such, it is preferable for participants to be adaptable, mentally and physically capable of performing various job duties, and to have a deep interest in Japan. 
Upon the duration of the Programme, the participants are expected to build strong relationships with people in their assigned communities in Japan through various language and cultural exchange activities. Ideally, upon returning to their home countries, participants would not only keep their ties with their local communities in Japan, but also use their expanded network and experience to further develop the bilateral relations between Japan and their home countries. 
The JET Programme is one of the largest exchange programmes in the world. It has gained an excellent reputation globally over the last 30 years. Japan's Ministry of Foreign Affairs, through its Japanese Embassies and Consulates in participating countries, facilitates the recruitment, application, and selection process for the JET Programme.
