NOTICE ON SPECIAL MEASURES FOR “PERMANENT RESIDENT” WHO FAILED TO RE-ENTER JAPAN AND LOST THE STATUS OF RESIDENCE DUE TO INFLUENCE OF THE NOVEL CORONAVIRUS(COVID-19)

The Government of Japan has decided to introduce special measures for foreign nationals holding the status of residence of “Permanent Resident” who departed Japan with a re-entry permit (including the “special re-entry permit”), then failed to re-enter Japan within the period of validity of the re-entry permit due to the impact of the Novel Coronavirus, and consequently, lost the status of residence, as follows:
* This measures will be available from the date on which the entry restriction measures against the Philippines are lifted (See the below 1. *2).
Therefore, visa application CANNOT be accepted at this stage.
* In case you have a special reason to visit Japan urgently, please consult the visa section.
1. Persons who can apply
Foreign nationals holding the status of residence of “Permanent Resident” who departed Japan with a re-entry permit (including the “special re-entry permit”), then failed to re-enter Japan within the period of validity of the re-entry permit (*1) due to the impact of the Novel Coronavirus, and consequently, lost the status of residence.
(*1) Applicable ONLY to re-entry permit which expired from January 1, 2020 until the designated date which the Ministry of Justice will announce later. The "designated date" will be after six (6) months from the date on which the entry restriction measures against the Philippines are lifted (*2). We will announce the date on this page as soon as it is determined.
(*2) “The date on which the entry restriction measures against the Philippines are lifted” means the date on which both the “denial of landing” against the Philippines and the “suspension of the validity of the issued visa” are lifted. Specifically, please refer to the Ministry of Justice’s website (http://www.moj.go.jp/isa/nyuukokukanri01_00155.html). *Japanese only
2. Procedures (Visa application)
Foreign nationals who come under the criteria of 1. above can apply for “Long-term resident” visa from the date on which the entry restriction measures against the Philippines are lifted, as follows:
* Please take note that visa application CANNOT be accepted yet at this stage.
(1) Visa application period
From the date on which the entry restriction measures against the Philippines are lifted untile the "designated date". (See 1. above)
(2) Documents
• Visa application form (4.5 cm x 4.5 cm photo with white background taken within 6 months)

• Photocopy of the Residence Card of status of residence of “Permanent Resident”

* Other documents may be required, if necessary.
(3) Visa fee
Normal visa fee is charged (https://www.ph.emb-japan.go.jp/itpr_ja/00_000284.html).
(4) Status of Residence and landing permission at airport
After a “Long-term resident” visa is issued by the Embassy of Japan, the procedure to grant the status of residence of “Permanent Resident” to the above-mentioned visa holder is conducted upon landing examination at the port of entry.

Please take note that visas may not be issued as a result of examination as well as on regular visa applications.
3. Extension of re-entry permit
Valid re-entry permit holders may avail the procedure for extending the validity of re-entry permit as usual.
