The Embassy of Japan in the Philippines is hiring an Independent Contractor (Filipino national) for the Grant Assistance for Grass-Roots Human Security Projects (GGP).
Position: Independent Contractor for the Grant Assistance for Grass-Roots Human Security Projects (GGP)
Location: Pasay City
Expected Duration of Initial Contract: 1st day of February 2026 to End of March 2026
- The contract may be extended for up to three years. It will be renewed annually in line with the Japanese fiscal year, which runs from 1st day of April to end of March of the following year.
- The starting date may be moved to March 2026, depending on hiring circumstances.

Application Requirements:
- Curriculum Vitae (CV) with a recent ID photo
- Motivation letter
Only shortlisted applicants who pass the initial screening will be contacted for the written examination and interview.
Qualifications:
- Bachelor’s degree in Social Sciences, Public Policy and Planning, Economics and Development Management or other related fields.
- Minimum Japanese Language Proficiency: JLPT N2 level.
- Excellent oral and written communication skills in English and Tagalog.
- Proficiency in computer applications, particularly Microsoft Excel, Word, Power Point.
- Willingness to travel within the Philippines including conflict affected areas in Mindanao.
- A minimum of five years of relevant work experience in project evaluation and monitoring, preferably with international donor organizations will be an advantage.
- At least three years of experience in evaluating small rural infrastructure projects; familiarity with assessing engineering plans and designs is highly preferred.
- Knowledge of government accounting and procurement process is an advantage.

The Grant Assistance for Grass-Roots Human Security Projects (GGP) is a grant program managed by the Embassy of Japan under the Official Development Assistance (ODA) of the Government of Japan. It supports small-scale projects that directly benefit local communities and individuals at the grassroots level, thereby contributing to inclusive socio-economic development.

Duties and Responsibilities:
- Project evaluation including appraisal of small rural infrastructure projects involving the following sectors: agriculture, education, health and water system.
- Project management and monitoring.
- Logistics and administrative support.
Remarks
- The successful applicant is expected to report to the Embassy of Japan, for every day during weekday, located in Pasay City, Manila. Please note that commuting or transportation costs will not be covered by the Embassy.
