Signing and Exchange of Notes for the Metro Rail Transit Line 3 Rehabilitation Project (III)

On 4 February 2026, Ambassador ENDO Kazuya and Department of Foreign Affairs (DFA) Secretary Maria Theresa P. Lazaro signed and exchanged  notes for the Metro Rail Transit Line 3 Rehabilitation Project（III）with a loan limit of approximately 21.6 billion yen.
 
The Rehabilitation Project involves providing a loan to the Philippine government to refurbish the MRT Line 3, which experienced a series of operational interruptions and other issues. 
 
By rehabilitating the MRT Line 3, the project aims to improve the safety and comfort of the railway, promote increased usage of the line, and contribute to alleviating the severe traffic congestion in the metropolitan area.

(1) Loan limit: 21.6 billion yen 
(2) Interest rate: 0.8% per annum
(3) Repayment period: 40 years (including a 10-year grace period)
(4) Financing terms: Japan Tied
