The turn-over ceremony of the facilities developed under the Project for Enhancement of Communications Systems was held on February 12, 2018 at the Headquarters of Coast Guard District Central Visayas in Cebu.  The ceremony was attended by Transportation Secretary Arthur P. Tugade, Special Advisor to the Prime Minister Hiroto Izumi and Japanese Ambassador Koji Haneda.  In his speech, Secretary Tugade expressed his deepest appreciation for support from Japan.

This project, amounting to 1.2 billion yen (500 million pesos), financed the installation of the Satellite Communication System connecting the headquarters of the Philippine Coast Guard (PCG), its district offices and its vessels, as well as the establishment of the Vessel Traffic Management System (VTMS) in Cebu's Mactan Channel where many ships pass through to support their safe navigation and detect suspicious ships.

This project will enhance PCG’s capabilities for law enforcement, prevention of maritime accident and quick rescue operation, and contribute to the overall improvement of maritime safety in the Philippines.  It is expected to further reinforce the strategic partnership between the two countries as well as contribute to the sustainable development of the Philippines.
