Japanese Ambassador Koji Haneda and Japan International Cooperation Agency (JICA) chief representative Yoshido Wada attended the groundbreaking ceremony for a Drug Abuse Treatment and Rehabilitation Center in Trecemartires City, Cavite on July 19, 2018.

Department of Health (DOH) Undersecretary Roger Tong-an, Provincial Governor of Cavite Jesus Crispin Remulla and Congressman Luis "Jon Jon" Ferrer IV also attended the ceremony from Philippines Government.

In Ambassador Haneda speech, “We see this rehabilitation and treatment center as a ray of hope for those shackled by the bonds of illicit drugs, giving them a clean slate to start life anew”.

This facility is one of the Grant Aid for Budget Support  (1.85 billion yen) concluded between JICA and the Philippine government "Programme for Consolidated Rehabilitation of Illegal Drug Users (CARE) Project". It will be built and be in operation by 2020.
