In September 2024, Ambassador ENDO Kazuya met with governors of several Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) provinces. In the meetings held in Manila, he met with Governor Yshmael I. Sali of Tawi - Tawi on September 04, Governor Bai Mariam Lim Sangki – Mangudadatu of Maguindanao del Sur on September 06, Governor Abdulraof A. Macacua of Maguindanao del Norte on September 20, and Governor Hadjiman S. Hataman Salliman of Basilan on September 23.
 
During their exchanges, Ambassador ENDO introduced the Government of Japan’s development assistance to Mindanao, particularly in their respective provinces. The BARMM governors likewise shared their views on the strengths, characteristics, and development challenges of each province, and conveyed their expectations for Japan.

Over the past 20 years, the Government of Japan has provided various forms of development assistance to BARMM and its surrounding areas in support of the progress of the Mindanao peace process. Ambassador Endo expressed his appreciation for the opportunity to deepen understanding on the diversity of BARMM. He conveyed to the governors his renewed commitment to continue working together towards the development of BARMM, based on the insights gained about the characteristics and challenges of each province.
