Japan and the Philippines Strengthen Cooperation through DOSHIN BAYANIHAN Bilateral Training following RAA Implementation

From October 7 to 11 2025, a Japan Air Self-Defense Force C-130H transport aircraft, accompanied by 30 personnel, conducted Japan-Philippines bilateral training “DOSHIN BAYANIHAN 5-25” at the Philippine Air Force base located at Mactan-Cebu International Airport.   
 

This training was the inaugural application of the Japan-Philippines Reciprocal Access Agreement (RAA), which officially entered into force on 11 September 2025. In addition to the training objectives, the opportunity was utilized to provide support for the earthquake-affected communities in the northern part of Cebu Island following the earthquake on 30 September 2025, through air transport of relief supplies.

This operation serves as a prime example demonstrating the dual functionality of the RAA, not only facilitating joint training and exercise scenarios but also in actual and effective disaster response. It is expected to enhance the interoperability between the forces of both Japan and the Philippines.   

Japan remains committed to supporting the full and effective utilization of the RAA as part of ongoing efforts to enhance disaster preparedness and response capabilities.
