Disbursement of the Post-Disaster Standby Loan Phase 3 (PDSL3) in Response to Typhoon Damages in 2025

On 20 January 2026, The Japan International Cooperation Agency (JICA), released the first tranche of the Post-Disaster Standby Loan Phase 3 (PDSL3) amounting to 10-billion Japanese Yen (approximately 3.7 billion pesos) to support the Philippine government’s response, recovery, and rehabilitation efforts following the widespread damage caused by Typhoon Tino.
PDSL Phase 3 is a 30-billion JPY funding facility that provides the Philippine government a contingency fund to address post-disaster financial needs. The Exchange of Notes (E/N) and Loan Agreement (L/A) were signed in August 2023.
PDSL is an important facility through which Japan supports the Philippines in the event of large-scale disasters. By establishing a standby loan agreement in advance, it enables the swift disbursement of yen loan to the Philippine government upon request, allowing the government to quickly mobilize funds for urgent post-disaster needs and manage financial pressures during periods of crisis.
The first phase of PDSL was activated in 2013 following Typhoon Yolanda, providing urgent budgetary support during one of the most destructive disasters in the country’s history. The second phase of PDSL was disbursed in 2020 to help the government address the unprecedented fiscal challenges brought about by the COVID-19 pandemic and other natural disasters.
